District officials, though, say the flooding was due to higher-than-expected rainfall. At least one homeowner is skeptical. Lithia's Michele Martin says her home was flooded by the district, and she's now living in a tent. She tells ABC Action News when the water was released, it swooped in so fast nobody had time to get out.
