A panel looking into the massacre at Marjory Stoneman Douglas High School in Florida says bolstering security and arming teachers will stop future mass shootings. A state commission on the Parkland shooting voted to include a recommendation to arm teachers who undergo training. The state legislature would still have to pass such a measure. A draft of the group's report also faults the school for security breaches that allowed a gunman to kill 17 people on Valentine's Day.
